Most of these are NOT theories whatsoever.

The GLOBAL chemtrail operation started in 1998 and involves 2 stages. The first stage is referred to as the seeding stage and involved spraying aerosolized heavy metals (mainly Nano Aluminum-Oxide & Nano Barium-Oxide) into the upper atmosphere (ionosphere).

The goal is to make the entire atmosphere a super conductor. The seeding stage lasted 10 years (1998-2008) and after the spraying would slow down as it would only be required to keep the atmospheric metals at the ideal levels (second stage (that we are currently in)). The spraying is mainly done through treaties which disguise the operation and break the natural chain of command of each country. An example of this is the Treaty On Open Skies (which is one of many similar treaties).

There is a military version of this same treaty in which the actual spraying is discussed but the commercial version (above) describes the basic concept. The basic concept is you spray my back ill spray yours. Each country does what are termed as "observation flights" over the other countries. These flights are tracked from the country of origin and do not need to follow regular flight corridors. Basically the country being sprayed has no authority over the aircraft doing the spraying and this is the only way this could possibly be done without it being publicly known on a mass level. Most people in the know are told they are being sprayed to combat (fake) man-made global warming but must be kept secret under national security to avoid public backlash (due to the "minor" health consequences of absorbing this high level of heavy metals).

Chemtrails themselves don’t really have a use (other then destroying our immune system) but instead their main use is to amplify the use of other technologies. That’s where things like HAARP and other similar facilities start fitting in.

HAARP (High-Frequency Active Auroral Research Program) uses FOCUSED ELF radio waves to mimic signals in nature to get a desired effect. Radio waves usually spread and weaken over distance but HAARP is different. The ELF radio waves are collected and directed as a focused beam (in the billions of watts). Depending on the power output, spread & signal pattern (Constant or pulse) HAARP can do a wide variety of things such as weather modification (everything from making it rain to causing a 9.0 earthquake) to creating communication relays (creating a temporary plasma mirror which communication signals can be bounced off of (like satellites do)) to ground penetrating tomography (Which can be used to find underground bases or natural resources) and a whole lot more...
